Activation is different: opening the corporate bank account generally requires a real-name-registered Chinese mobile number, and getting one requires an in-person visit to a carrier. In practice, this means the legal representative typically still needs to come to China for the activation phase, unless they already hold a real-name-verified China SIM card from a previous visit.
