How to Register a WFOE in Ningbo: Port & Advanced Manufacturing Base

Home to the world’s largest cargo port and the most national ‘Manufacturing Single Champion’ enterprises of any Chinese city, Ningbo offers a registration environment built for trading, sourcing, and export-oriented businesses.

If your business model runs on shipping, sourcing, or advanced manufacturing, Ningbo’s infrastructure does a lot of the work Shanghai would otherwise charge a premium for.

Ningbo-Zhoushan Port is the world’s largest port by cargo throughput, making Ningbo a natural base for foreign trading companies, sourcing offices, and export-focused operations. Beyond shipping, the city has quietly become China’s leading hub for highly specialized “single champion” manufacturers — companies that dominate narrow, often invisible product niches globally.

One real example: a Cayman Islands-incorporated fashion company evaluated several cities before choosing a Yangtze River Delta location for its production-adjacent sourcing operation — a decision pattern increasingly common among trading and consumer goods businesses comparing Ningbo against Shanghai and Suzhou.

Ningbo WFOE Setup: Registration & Activation

Ningbo’s WFOE setup happens in two distinct steps: registration, then activation.

1

Registration

~3 weeks

From name pre-approval to business license in hand — the timeline below excludes Hague Apostille processing and international courier time for your home-country documents, which vary by country.

  1. Name Pre-Approval & Structure Planning~1 week

Confirm company name, business scope, registered capital, and shareholding structure. This stage does not include the time needed for Hague Apostille processing or international courier delivery of your home-country documents to China, which varies by country.

  2. Submission to Business License~2 weeks

Once your full document set is in hand in China, we submit the application to the local Administration for Market Regulation and collect the business license upon approval.

2

Activation

~2–3 weeks

Tax activation and corporate bank account opening — the steps that turn a registered license into an operating company.

  1. Tax Bureau Activation~1 week

Registering the new entity with the local tax bureau, including invoice (fapiao) system setup.

  2. Corporate Bank Account Opening1–2 weeks

Bank appointment booking, application, and account activation. This is typically the step requiring an in-person visit — see note below.

In-Person Requirement

Registration itself (name pre-approval through business license) can be completed without the legal representative traveling to China — a passport original plus Hague Apostille is enough. Activation is different: opening the corporate bank account generally requires a real-name-registered Chinese mobile number, and getting one requires an in-person visit to a carrier. In practice, this means the legal representative typically still needs to come to China for the activation phase, unless they already hold a real-name-verified China SIM card from a previous visit. We can pre-book your bank appointment in advance so your time on the ground is as short as possible.
